1. Background of Uwezo Tanzania
Since its establishment in 2008, Uwezo Tanzania has evolved its mission to address a wide array of critical areas affecting children and youth, moving beyond the foundational elements of literacy and numeracy. The organization now focuses on several key domains, including:
Holistic Development: Supporting early childhood development, life skills acquisition, digital literacy, health and wellness, gender equality, and the enhancement of socio-emotional skills.
Environmental and Civic Awareness: Promoting climate change education, environmental stewardship, and active civic engagement to cultivate responsible citizenship.
Critical Thinking and Innovation: Fostering critical thinking, financial literacy, peace building, and technological innovation, equipping youth with vital skills for the future.
By prioritizing both educational and social needs, Uwezo aims to enhance the well-being of children and youth, empowering them to engage actively in their communities. This inclusive approach ensures comprehensive development, providing the tools and opportunities necessary for a brighter future.
To achieve these objectives, Uwezo’s strategy is built upon four foundational pillars:
Evidence: Utilizing citizen-led research to assess learning gaps and inform actionable solutions.
Interventions: Co-creating and scaling effective approaches to improve holistic learning outcomes.
Engagement: Mobilizing stakeholders to make universal learning a priority.

2. Purpose of the Consultancy
The primary purpose of this consultancy is to review and develop Uwezo Tanzania’s internal policies to align with international standards, ethical practices, and the organization’s specific needs. The consultant will focus on creating or revising policies in critical areas, ensuring that Uwezo’s operations are transparent, ethical, and uphold the highest standards of governance and compliance.
3. Objectives of the Consultancy
The specific objectives of the consultancy include:
• Reviewing existing policies to assess their effectiveness in meeting current organizational needs and donor expectations.
• Developing new policies or revising existing ones to ensure compliance with international standards and best practices.
• Ensuring all policies are gender-sensitive and align with Uwezo’s mission of improving educational outcomes and empowering communities.
4. Duties and Responsibilities
The consultant will:
• Conduct a thorough review of Uwezo’s existing internal policies and documentation.
• Develop new policies or revise existing ones
• Ensure alignment with Uwezo’s goals, including gender equality, community engagement, and donor compliance.
• Facilitate the policy adoption process, collaboratively working with senior management and key staff.
• Provide training on new or updated policies to ensure staff understanding and compliance.
5. Methodology
The consultant will use the following methods:
• Desk Review: Comprehensive examination of existing policies and related documents.
• Stakeholder Consultations: Conducting interviews and workshops with Uwezo staff, management, and key partners to gather insights and recommendations.
• Policy Drafting: Creating new or revised policies based on stakeholder feedback, global best practices, and Uwezo’s mission.
• Finalization and Training: Presenting final drafts to senior management for approval, followed by training sessions for staff.
6. Timeframe and Deliverables

Inception Phase: Assessment and background review
Inception Report, detailed work plan, stakeholder mapping, and background paper; -3 days

Policy Drafting: Initial development of policies
First draft of policies; -10 days

Review and Finalization: Policy revision and final report
Final policies with recommendations for improved governance and accountability;-7 days

7. Required Skills and Expertise
• Languages: Fluency in written and spoken English.
• Professional Skills:
o Minimum of 4 years of experience in policy development and analysis for INGOs/NGOs, especially in governance, child protection, financial integrity, and safeguarding.
o In-depth knowledge of international standards and best practices.
o Experience in gender-sensitive policy development and promoting equal opportunities.
o Strong communication skills to convey complex ideas clearly and engage stakeholders effectively.
o Ability to create training materials and lead workshops for staff.
o Familiarity with Tanzanian laws and international regulations related to child protection, safeguarding, and data privacy would be advantageous.

8. Institutional Arrangements
Uwezo Tanzania will provide the consultant access to pertinent documents and the opportunity to engage with key personnel and partners. The consultant will closely collaborate with Uwezo management throughout the process to ensure policies align with organizational goals and donor expectations. Additionally, the consultant will work directly with the Board Chair to ensure that the policies meet the governance requirements and strategic direction set by the Board.

9. Payment Schedule
Sn. Payment and Deliverables
1st Payment 30% Inception Report with methodology, work plan, partner/stakeholder mapping, and background paper.
2nd Payment 40% First draft of policies
3rd Payment 30% Final draft of the policies, including recommendations for improving governance and accountability.

11. Consultancy Evaluation Criteria
Proposals will be evaluated using a combined scoring method, with the technical evaluation accounting for 70% and the financial proposal contributing 30%.
Technical Evaluation (Total: 70 points):
• Experience in policy development (20 points)
• Knowledge of safeguarding, child protection, and governance (10 points)
